The thing that's been bothering me the past few days, and I usually bring this up once a season, is how bad our Latin American program has been. All of these years when we were giving up first round picks or drafting in the bottom of the first round, we should have been going hard in the international market. We all know that wasn't the case. Our minor league system might be in average shape right now if we had any success in Latin America.
Couldn't agree more. Their big advantage since 2009 has been money, and they weren't able to spend it in the draft. $5 million or what have you was an enormous bonus for an international signing (non-Cuban or Japanese); it's also half what a Marco Scutaro gets. Every time a Sano or whoever was up, the Phillies should have been in on him. But I don't think they've ever gone over $750k or so for a bonus. Absolutely baffling and disturbingly reminiscent of how they declined in the '80s after the last golden age.
