Not sure how you can answer that until adequate testing is in place. Everyone is guessing at this point.

Most places have really just started getting serious about shutting things down in the past couple of days. So you need at minimum need to go two weeks from now before talking about reassessing. And there's going to need to be a lot of other stuff that comes online before taking the parking brake off makes sense, notably real testing. The President speculating otherwise because he's a child who is unable to ever think beyond immediate gratification is unhelpful and counterproductive.

as a covid response, seems whatever

as a presidential plan for the future its awful. what will happen is it will get passed in year 2. then year 4 or 8 comes along and the next person is like "i'm not going to try to do reform on that since it was already reformed so recently." you won't see anything meaningful in student loan reform come up till the 2nd president later. so anywhere from 8 to 16 years.
