With not extending the deadline to submit mail ballots, basically SCOTUS says the district court was wrong to make the change so close to the election, noting that the democrats didnt ask for the extension of counting ballots during their original motion and was a sign that it wasn't needed (which imo is a pretty insane line of reasoning given how fast things are moving with all this)
Says whether or not the primary would go forward on that date wasn't at issue. Not sure if that was in another opinion, but I assume the conservative part of SCOTUS would say that decision should be left to the states.

It was two separate issues. The us supreme court overturned a lower court decision regarding the mail in ballots. The Wisconsin Supreme Court decided that the governor could not move the primary date. From what I understand anyways.
