From the perspective of a member of Congress, there's no incentive to do the heavy lifting to actually move a bill forward. At this point, I can't imagine a Republican speaker even letting it go forward. It's not surprising that in the main, legalization has been the result of referendum, not legislatures passing bills that are subsequently signed into law. Alas, there is no national mechanism to move something like this forward.
By the way, there's a similar but even more power dynamic at play with term limits.
I agree with this - but how many fed laws are allowed to be ignored by individual states. The DEA just can't let a large percentage of the US population flout the law can they? Talk about 2 americas.
Currently, federal law enforcement, presumably under a directive from the Attorney general or Potus, is not making enforcement of marijuana laws a priority especially in those states that have legalized it in some form. But as far as I know, there's no reason why a new administration couldn't order the DEA/FBI to strictly enforce the nation's marijuana laws.
