Pennsylvanians may need an alternative, secure form of identification to get into federal facilities starting Jan. 30 because of a state law barring compliance with the federal REAL ID Act.
Gov. Tom Wolf's administration said Thursday that the federal Department of Homeland Security put the state on notice this week. A 2012 state law prohibits Pennsylvania from participating in the 2005 federal law's requirements. The Real ID Act set national standards for driver's licenses and other IDs used for boarding commercial flights and entering federal buildings in an effort to fight terrorism.
Pennsylvania must comply or provide a reason why an extension to comply should be granted. The only exception is to apply for or receive federal benefits. In 2018, Pennsylvanians could need an alternative form of identification to board a commercial flight.

Act 38 was sponsored by state Sen. Mike Folmer, a Lebanon County Republican.
Folmer said that he favored the ban largely because he thinks putting the personal information of every driver in the country into one database would be too risky.
"It would be even more of a target for hackers," Folmer said.
Homeland Security said that it is not creating a federal database of driver's license information though, and that each jurisdiction "continues to issue its own unique license, maintains its own records, and controls who gets access to those records and under what circumstances."
"The purpose of REAL ID is to make our identity documents more consistent and secure," according to the Homeland Security website.
Folmer also said the cost would be high, taking away taxpayer money that could be better spent elsewhere.
"It's an unfunded federal mandate," he said.
In addition, Folmer said that with Pennsylvania's licensing system already being so secure, he didn't understand how the Real IDs improve safety or help in screening potential terrorists.
"How would this (Real ID) card show the evil intent in someone's heart?" he said.
