Ultimately, the White House needs to be able to convince congressional Democrats that their best chance in 2014 is a working law. Solving a political problem now at the case of worsening a policy problem 10 months from now isn't a good trade. But they can't do that unless congressional Democrats are confident that the White House can make the law work.

Yup. They made a law that relied on young and upper-middle class healthy people to finance their law through more expensive insurance. They can't let those people selectively opt out without guaranteeing that the law goes down in flames.
