is that just for prisoners? what about a male officer just arresting a female? (not being an ass, legitimately asking)

Ball getting some education that you can't believe everything you see on the pay channels.

If I remember correctly, this also doesn't apply if you've been parking on the dance floor.

What the fuck
I am writing to the both of you, and sending you the same letter, so that I can have clarity in my message. I am also sending this letter to The Republican-Herald in the event that they would like to publish this, because I feel this is a matter of utmost importance, and the public should be made aware.
You are both wealthier people than most of the people in Schuylkill County, including myself. I don't fault you for this, nor should I. Still, I wonder how much you think about the abject poverty that exists in this area. You probably know that according the U.S. Census Bureau, the average income per household in Schuylkill County is $8,000 below the average income per household in Pennsylvania. You probably know that Schuylkill County is historically a depressed area, ever since the reign of coal ended and businesses largely moved elsewhere. Even my beloved hometown of Frackville is looking worse for the wear these days. As of 2009, we had 11.8 percent of the population in the county living below the poverty line, and to be honest, you both know that this particular statistic doesn't count the mothers working two jobs, the parents trying to juggle part-time positions, and many of the grandparents raising their grandchildren.
Money is tight in this time, we know. And people in our county are suffering. Still, turn on WNEP-TV or any of the local stations and both of your names are repeated continuously. Either your campaigns or people supporting you are spending a lot of money to slander the both of you on television, to make accusations and other comments that may or may not be true.
Stop it. Please. The people of Schuylkill County, most of whom are far less financially endowed than either of you, deserve better. We deserve more than this campaign in which you are both relentlessly slandering each other. The money you have spent on this campaign could go a long way in helping some of the situations in the area you are both wishing to represent. I find it socially irresponsible that you would spend it in this way when you both know full well how many people in Schuylkill County are hurting.
I want the best for Schuylkill County, and I would like to believe the both of you do as well. Please end these hateful words toward each other. Stop attacking each other. And use that money for a more positive endeavor.
Rev. Brian Beissel
I am asking Brian Rich to join me and change the course of this campaign. I intended from the outset of this campaign to educate voters about my record as a public servant. All of my official campaign material and advertisements were positive in nature and focused on my accomplishments.
Unfortunately, I have spent most of my campaign having to defend myself from distortions and mistruths made by Brian Rich about me and my record. I simply felt I could not sit by and let my reputation be besmirched by my opponent. However, from this day forward I pledge to refrain from even mentioning my opponent Brian Rich's name on any of my official campaign literature, television or radio ads, if he would agree to the same terms and conditions. This pledge should extend to surrogates on both sides as well.
I feel compelled to take these steps after reading a letter to the editor from the Rev. Brian Beissel of the Trinity Lutheran Church (March 28 edition of The Republican-Herald) about the negative tone the campaign has taken.
Like Rev. Beissel, my heart is with the 29th District. I am humbled by the responsibility given to me by the voters of this area and I am committed to continuing my efforts to cut wasteful spending in Harrisburg and fighting for a better economic future for our community,
Sen. David Argall
In response to Sen. Argall: In your letter in Monday's edition, you say that "you intended from the outset of the campaign to educate voters about your record as a public servant." But after reading Rev. Beissel's editorial, you came up with this idea to make a "pledge to refrain from even mentioning my name on any of your official campaign literature, television or radio ads if I would do the same."
I presume that you are suggesting that I agree to these terms and conditions so that you can get back to what you say was your intention from the outset, which was "to educate the voters about your record as a public servant." Frankly, the feedback that I am receiving from the voters suggests that they, in fact, would like to hear more about your record.
Therefore, and, as time is short, I will agree to your terms and conditions if you agree to a one-hour public debate where you can elaborate on your past public record and I can advance what changes I believe will benefit the community, and we can take it from there.
Brian Rich
