Doesn't sound like Manuel is the problem (from Bob Ford's column):

"Low on-base percentage and the lack of the number of hits," Manuel said, diagnosing the offense's main issues.

"With all the information you've got out there, scouting reports and computers, pitchers go to school on hitters, and they know if they go 2-0, they can throw a slow curve or a change-up and, even if they can't hit it, they're going to swing at it," Manuel said. "If you fall behind, you don't panic, because you know he doesn't have any walks, and he's going to swing. It's not hard to figure out."

So you are saying every single person on the team knows what Charlie wants, but nobody is listening? That sounds like a Manuel problem to me.

I think when everyone watches this team play they realize that the manager is clearly the problem.

How many guys on the team had shown any signs of being able to draw a walk before coming here? The Phillies went out and got Ben Revere, Michael Young and Delmon Young after previously acquiring Laynce Nix and Kevin Frandsen as guys who would fill out a roster. Which of those guys did you expect to start taking walks when they got here? Which of them had good pitch selection?

The acquisitions those guys have replaced were people like Raul Ibanez, Hunter Pence, Placido Polanco, Ben Francisco and Juan Castro. Where were the walks coming from there? Whether Rube had a strategy involved with devaluing walks or not, it's clear they're not a part of his plan

Misunderstanding or not, Barry's right. MLB hitters don't generally change their approach much once they get to the majors. So Charlie or Milt or GG or Wally or Steve can preach until they're blue in the face but it won't matter much, if at all, when it comes to developing patience or situational understanding. That's why it was such a joke before last season when they said the team was going to focus more on situational hitting. The composition of our roster of hitters is on Rube.

if there are no other injuries, Lannan should be back by then anyway, sending Cloyd down. Zambrano's gotta make it up by July 1 or he'll ask for his release, so that's probably what bumps Pettibone down unless Z just sucks ass his next couple starts

This article is a bit old but it clearly indicates that the Phillies are flying by the seat of their pants way too often. Scouting is important but being able to read the numbers matters as well. The ones near the end of the article on Delmon Young are significant and prove why he's been no savior for the offense.
