Since Howard was selected in the fifth round of the 2002 draft, the Phillies have picked and developed one position player who ultimately started for a major-league team. That was Michael Bourn, a fourth-round pick in 2003 and later an all-star with Houston.

I assume he means "have become regular starters," since a bunch of guys have started a bunch of games. Still, I feel like we can add Brown to the list, with D'Arnaud on the verge.

2003 bourn
2004 lou marson was the starting catcher for cleveland in 2010
2005
2006 brown, donald (started 84 games at 2b and ss for cleveland in 2010) and cardenas
if the hamate break hadn´t happened, brown would have been starting last year.
2007 d´arnaud, who will probably become a big-league starter this season.
2008 gose, started 49 games in the outfield for the jays in 2012, at age 21.

doesn´t look too bad to me.
