It's going to help some smaller businesses as well. I know the big is childcare and some smaller retail businesses can now open.

I can speak from experience that State College is boring as sin without any nightlife or students as a college-aged student.

Sure but why would you not already be apartment partying if that is what you wanted to do? I guess going yellow may be a trigger to leave but some may have left after day 30 or whenever they got sick of it.
