Would that defense work if a CFO sold a bunch of stock? How would we react to a CEO claiming that he relied on public info, and ignored the unreleased financials he had access to?

The problem is that Burr continued to downplay the threat in public. If he said "look, this is going to be bad, and I'm selling everything" things would've been different. As it stands, he's an evil fucker, as he profits while acting in a way that is complicit with death and a tanking economy.
