For those that have no idea what that it, it is the control center in Leesburg, VA that manages the East Coast airspace. It manages routes which impacts things like departures and therefore arrivals, but importantly it has hand off of everything going on in the mid-Atlantic. Whatever handles NE might be busier, but this is a huge AOR.
