I think he means quite literally. I was just speaking with my mother-in-law a week or two ago and she had a large complaint about how Obamacare was killing her. You see she used to pay $90 a month for insurance, and now she need to pay $120 a month. I completely understand if that 30% more, but I don't get health insurance for anything near that. Waiting till she gets a load of the idea that she's going to have to pay tens of thousands of dollars a year, rather than $1440. Just think about that for a second $1440 versus $20,000. And we're talking about a woman in her 70s.
To be fair, seniors will not be exposed to age-based hikes if:
A. They have employer based health insurance, or
B. They are enrolled in Medicare.
The folks who get screwed over are the self-employed or early retirees.
If this passes it is going to usher in universal healthcare within the next 20 years.

or people between jobs. Or people who miss a premium payment. Or people who need (or whose parents need) institutional care. Or people who are better (and less expensively) cared for at home than in an institution or... ah, #$!&@ it, it's ridiculous to even have to talk about it
