here is a quick summary of the 2018-2019 run-prevention declines by the 4 phillies rotation members that were pretty much healthy both years:
[note: ra is the completely unadjusted stat; note: the last run prevention estimator i list is calculated from b-r's "raa" stat, and includes both an adjustment for opponents and parks, as well as a defensive adjustment completely different from fangraph's;note: can't really use the bullpen for this exercise since ip totals for individuals were low and inconsistent, and the overall pen makeup also was pretty different]

only the ra and era numbers for eflin and vv didn't move at least a half-run per 9ip in the wrong direction.
of these 16 run-prevention numbers, 10 moved a least a full run in the wrong direction.
the advice of the guy who invented war is to deal with defense-corrections to pitching by averaging b-r and fangraphs, and by that standard eflin's worsening by about 0.9 runs / 9ip is the best of the bunch. the ra worsening was good for 45-50 total runs depending on whether you use the innings total of 2019 or 2018, or 4.5 to 5 wins.

the b-r fip adjusts for changes in the overall scoring environment (the ball), which points the finger squarely at the one change that affected all phils pitchers, but not the rest of the league: the pitching coach.

Mahtook has had good production four or five times in AAA, but never really carried it over into MLB. He's been awful in the big leagues the last two seasons. Decent signing, guys who can hit in AAA have a puncher's chance to develop into decent MLB hitters. A roll of the dice...

I'd be happy with that. We still need a difference maker on this staff and it's the only way we're going to get one without trading Bohm. If Ryu can give you 160-180 innings, it's a great deal. Only problem is we'll need to rely on someone else (VV, Pivetta, etc) to pickup those extra innings.
