There's definitely a decent amount of uncertainty with a lot of these refugees. It's just a question of whether that's too big of a risk.
Don't confuse bureaucratic backlog with thoroughness though.
Insane suicide bombers are men - ok, "boys", with serious psychiatric problems and perverted "religious" beliefs - in a hurry. The very length of time it takes to plod through the intake process suggests they're more likely to find a way into northern Canada and ride a moose across the border into Montana than patiently wait around a year and a half or more on the chance they slip through a bureaucratic process and become one of the TWO PERCENT of military-age Syrian guys likely to be admitted ever.
