I tracked down the article and, after I got sidetracked by the "seven amazing facts about the penis" one, found that basically it was saying that the human legs could survive being exposed to more force that then thought they could, which they had felt was a limitation on how fast humans could run. The only problem still to surmount was how to actually move the legs faster in order to approach this amount of force. That seems like quite a problem.
there's like 100 press articles on it, so i'm not sure about the penis article you're mentioning. I saw the actual journal article when it was published like 3 years ago and it was pretty interesting. Not sure if it's available online for free
