General search warrants, not based on probable cause, are not permitted under the 4th amendment. A database of DNA to be used to solve crimes would be a type of "general" search warrant, where all records would be searched, even if the record was not a suspect in that case.

On the other hand, it sounds like if they were going to have a primary, we couldn't have the special general on the same day as the November general because of how the statute is written

Though one basic principle governors appointing people--you make more enemies than friends when you appoint someone. Since there's no clear or obvious choice, Christie might have pissed off the leading contenders he didn't appoint.

Pallone had more money at the end of March than Booker ($3.7 million to $1.9 million). I'm sure Booker has closed the gap some, but Pallone has plenty of money.
Booker has a huge head start on name ID/favorability, but Pallone will give him trouble on a bunch of fronts. The public sector unions are not enamored with Booker due to how some negotiations went in Newark. He's loudly pro-voucher and very comfortable with Wall Street. The tangible record in Newark doesn't match his rhetoric. The county Dem organizations are not big fans of his, and there's lingering resentment for how he handled his senate announcement/pushing out Lautenberg.
Pallone already has the money to go after Booker on TV, but if he can get union endorsements and the county line in a bunch of places, he might have a shot in the low turnout August primary.
