According to investigators:

The man was trying to steal a few pairs of jeans when security officers stopped him in the lobby of the store. He ran across the parking lot and through a grassy area onto the highway, where he was hit by one car, knocked down and run over by another.


A review of store surveillance video showed that the security officers were only halfway across the lot, walking and keeping an eye on the man as he ran onto the highway, investigators said.


sounds like he could've run along the busy highway instead of across it.
