The community college/workforce stuff was solid. The rest of the education part, not so much. The way to fix the dropout problem isn't to forbid dropping out; it's to make schools not suck.

I think it's a liberal speech, only lacking a framework and a unifying theme. All the specifics are fine, but it doesn't hang together. It's annoying only because we know how good a speech he can give.
