Are you filing for mail-forwarding? If so, you'll probably need to change it within a couple months (insurance company finds out). Otherwise, states generally have a set time within which you're supposed to update it, but you could probably wait until your current registration is about to run out before doing so.
On two other notes, check insurance rates because it might be cheaper to change it right away if the decrease in premium is great enough. Secondly, if you're on a loan that is about to be paid off, you might want to convert it before you're issued a title--especially if you think you're going to move back to PA at some point. It's a lot easier to re-register in PA if you have a PA-title than if you've re-titled the car in a different state.

It's almost certain to be cheaper to insure your car in North Dakota than PA, but maybe not a lot cheaper. It's also likely to be pretty easy to do all that stuff in ND. I know that when we moved to Arkansas, we got new plates, drivers licenses, registration and registered to vote in less than 45 minutes. Just don't go at the very end of the month.
