that's the way the system works. phillies probably have the best case of everyone who has done it that franco needed a little more time. i'm sure the agents needed someone to do this as the new cba looms.

On May 12, the Phillies optioned their everyday third baseman, Cody Asche, to the minor leagues but didn’t recall Franco. He arrived May 15.

no, but it is likely to be a key point in the next cba negotiations. right now it makes sense for teams to keep a guy down. springer and polanco were two other guys who thought about filing a grievance but decided against it. boras is bryant's agent so that isn't too surprising. surprised franco got on board because he is represented by a relatively unknown guy.

Consensus seems to be he's unlikely to win the grievance, although it's pretty clear there was some manipulation. It didn't seem as blatant as the Bryant case, where everyone agreed he should start the season with the Cubs and was only kept down for service time reasons. The Phillies had some legit reasons to let Franco play at Lehigh Valley and to evaluate Asche at the major league level, at least for a month or so. After that, yeah, the question was whether you bring him up now or keep him down for a couple weeks more in a season going nowhere and gain some extended control. Hard to really blame the Phillies for taking the second route.
