I highly doubt Tocci get's claimed. He's so raw and I can't see a team wasting a roster spot on him all year when he probably would still need AT LEAST two more seasons in the minors after this year. Tirado though is exactly the kind of guy you claim. Bring his 100mph fastball to spring training and see if your coaches can work with it. If not, send him back.
I have a 40 man rules question. If Tirado and Tocci both go unclaimed then they don't have to be put on 40 man until next offseason, correct? That would be why the Phillies don't want to add them now despite spaces available. Still, wasting a spot on Achter instead of Tirado seems like an unnecessary risk to me.
