By all accounts, Papelbon would cost his new team roughly what the Houston Astros (!) are paying for set up guys

Agreed. Gillick will let the market come to him. If he doesn't like the deal, then Hamels will stay a Phillies. As you say, it's not like Cincinnati where they need to move players. If the Phillies play out '15, their finances start to clear themselves out aside from the Howard contract. Also by '16, the minors will start to produce some homegrown talent that can play. The future of the team probably is hitting its worst right now. At this point, trading off Hamels for trash just to make a move is silly.

Yankees have a $200 million payroll. If you have a $100 million payroll, which is close to what most teams pay, Papelbon is 1/8 of your payroll. Most teams don't want to pay that, much less give up prospects to do it.

Teams are throwing a ton of dough at reliefers.
Teams lie, sometimes for good reasons, sometimes for bad. They do it to get an advantage while they look at the trade market or just because they can

Half of the teams paid $107M and up last year. But again, everyone is reporting the Phillies will eat significant money

If they are willing to eat real money and still can't get a deal done, then they are overvaluing his worth and the demand in the closer market. There's no other explanation. Teams should want Papelbon at $6m more than Pat Neshek at $6m. But how much more? Certainly not "good prospect" more.

Yeah there's definitely something amiss. Maybe it's that wait until July approach. If you're talking about eating a lot of the money and not getting much back anyway, it can't hurt

Joel Sherman: Dodgers have let teams know open to moving Dee Gordon. New front office likes OBP, not Gordon’s forte

GM Farhan Zaidi: We're not trading Dee Gordon
