you can offer a player with 20 years of service arbitration. if they decline they become free agents and if someone else signs them, and they are eligible, you receive compensation. had the phillies offered moyer arb and he accepted, then they'd have owed him whatever the arb number was. or they could have negotiated a deal in between then and come up with a compromise.
