Phillies keep drafting high school pitchers. Since there is no point anymore in drafting just for leverage against higher picks, I gotta think they feel good about being able to sign some of these guys within the allotment. If there is one thing the Phillies excel at in the amateur draft, it is getting good information about what a kid will really require to sign.

phillies like guys in the 250-350K range.

If they can sign their guys in the first 10 rounds for like $650K less than the allotment, they can afford like 3 guys in the $300K range outside of the first 10 rounds.

A former NASA intern who as a fourth-year junior is closing in on his degree at Louisiana Tech, Stefan could prove to be a difficult sign. He's tough to see thanks to Tech's far-flung schedule. A physical 6-foot-4, 225-pound righthander, he had a 5.05 ERA but at his best sits in the 91-92 mph range with his fastball, touching 94. He's flashed an average slider and changeup.

pretty much every single pick seems to have some upside. every pitcher except that UT lefty has been a power arm or projectable kid

I'm really trying to figure out the strategy. I agree with this above but if that is true then why did they wait until 17 instead of say 11. Can they skim that much out of the Top 12 picks guys? Apparently they already had to scooch over on Green. It really is going to be fascinating to see the Phils (and other teams) try to leverage the pools.

Serritella signed (or is close to signing) according to Philly.com

Southern Illinois first baseman Chris Serritella, who was selected by the Phillies with the 158th pick overall, had dinner with a Phillies representative to work out a contract hours after his selection Tuesday. Serritella will pass up his senior year to sign.

"I didn't think I was on their radar until I got a call from a scout last night, which kind of shocked me," Serritella told the Southern Illinoisan. "I'm just glad they gave me an opportunity."

It's a fair question and my only guess is that it has to do with the availability of serviceable college players. The Phillies seem to believe that there is significant value in taking projected role players (i.e., middle relievers) from college in the last few picks in the top 10 and the early teens. They've had pretty good success using those rounds to target college relievers like Stutes, Schwimmer, Rosenberg, etc.

Given their relative success rate, I think it's pretty fair to assume they developed some methodology for predicting which middling college pitchers can turn into decent middle relievers. I think they would rather make sure that they are able to select these guys (increasing the likelihood of some MLB worth from the draft) and then select the high school fliers later (who for the most part are fungible lottery tickets).

the biggest thing with this draft is going to be what a guy will sign for.

i have to think a lot of discussions in the last week have centered on what players will sign for. if the phillies know they can spend $4M on their first 10 rounds guys, then they know they can take more chances after the 10th round.

for guys they waited to take until the 17th or 18th round, it may be a case where they didnt have a good idea of his signability, so they took a few guys ahead of them that they had a better idea on.
