Basically, players on the 40 man roster have to clear waivers in August before they are traded. A PTBNL can't be a player on the 40 man, I don't believe. So, if Ramirez were to be traded in August, say for Hermida, both guys would have to clear.
Waiver order is determined by record, worst to first, and then by league. The 13 other AL teams would be 1-13, then the NL teams would be 14-29 based on record.

so it would get blocked for sure, then, yes? i know teams don't block stuff as much, but i have to imagine the phillies and mets would both claim hermida to block it?

of course.
everyone basically gets placed on waivers in August. When a guy is claimed that you want to keep, you pull him back. If you dont pull him back, you lose him. If the Marlins waived Hermida to try and sneak him through and the Phillies claim him, the Marlins will pull him back. Once you are claimed and pulled back, you can't be waived again for x number of days I think, but I don't remember what it is

Yet another official with one of these three teams says the Manny-Bay deal is dead. In the aftermath, the teams involved seem unsure of what happened. The Pirates are blaming the Marlins. The Marlins are blaming the Pirates. And the Red Sox aren't too happy with either of them.
