Why? It's kind of a trojan horse. And, most of the provisions in the law are already included in the PA crime victims act. There's no need for them to be in the state constitution. the appeal was of the lower court decision that the change was unconstitutional. So "appeal fails" = "vote doesn't count"
and I just learned that late Monday night the PA supremes did, in fact, uphold the lower court's decision, so "appeal failed".
