The investigative part for Clinton was handled by Kenneth Starr, Independent Counsel appointed by the DOJ. So, no, during that phase, IIRC Clinton had no right to counsel, present witnesses, etc., any more than any accused does during an investigation. Those rights are for later in the process. Of course in this case the corrupt AG wouldn’t even allow the appointment of a Special Counsel so the House has had to do that job itself.
