Mueller knew that it would be counterproductive to come out and say that Trump should be prosecuted for obstruction of justice because he was writing a report for a DOJ which has a prohibition against indicting a sitting President. Instead he essentially outlined the articles of impeachment for Congress to do its job.

This puts Pelosi in a real bind. She has made it clear she doesn't want to impeach prior to 2020 election because it might backfire and it distracts from Dems' agenda. However, this report is going to create more and more pressure, especially from the far left, for her to move forward on impeachment. Mueller has teed it up for her.

appears too that trump only answered russia related questions and refused to answer any on obstruction. mueller didnt subpoena bc they thought it would delay the investigation and already felt like they knew enough.
