I wonder if the framers of the Constitution thought that a president wouldn't want senate confirmed appointees. Or maybe its just a big loophole

Very true. Can't just be a new revenue source funneled to the favored engineering firms, with a little something lost along the way in the transfer. but it might. I don't think you'll see a wave of these, though.
