I don't like to lump too many things under the "terrorism" umbrella, but I'm pretty sure "bombing the Boston Marathon" falls squarely under the definition of terrorism.

that's not the issue.

if, say, Obama uses it, but doesn't modify it - like, say, with "domestic" terrorism, vs "foreign" - what do you have? A word attached to a bombing. what's it do for anyone, except be all scary?
