No, it would not be a lateral move because Halladay is better than Lee.
What is the difference in 35 starts between them? A win, maybe a half win?

Better, but how much better depends on how you value Taylor/Brown vs. the OF prospect/s they'd be parting with.
Basically I don't see a way it works for Seattle without Lee.
Heyman's article from about an hour ago suggested that we'd be keeping prospects from Seattle plus Halladay and sending our prospects to the Jays.

According to multiple reports, Roy Halladay has been dealt to the Philadelphia Phillies as part of a three team deal. The Phillies will send Cliff Lee to the Seattle Mariners. There are also “a ton of smaller pieces” in this deal, players which I’m told are “top prospects” and “major league guys.”
Discuss and I’ll update as the news comes in.
UPDATE: Jim Bowden (yes, that one) is reporting that Phillipe Aumont (SEA) and Dominic Brown (PHI) are two of the prospects involved. It’s still unclear if both will end up in Toronto, though that’s the clear implication.
