There are guys on the roster who can hold down CF and DH on a rotating basis. The rest of the cash can go to RPs. $16M can cover that.

If you have Kingery at 2B, Rhys at 1B, and Bohm at 3B, that's 3/4 of your infield each making less than $1 million. If you still can't put a contender on the field, and still stay under the luxury tax, with those pieces in place, I don't know what to tell you.
You don't have to have an all-star at each position. But there IS room to play with here.

This is where I am completely. Gregorious at 18.9 is better than spending 18.9 and getting worse production out of it. Find a CF out of Haseley, Quinn, Moniak, Herrera. Jay Bruce will probably come back on the cheap (nobody is offering him huge money this offseason).

The Tampa Bay Rays do a lot of things right, especially when it comes to unearthing and unlocking talent, and Heck is a highly regarded special assistant with them. He was also responsible for some good drafts in Houston.
