Hard to tell where Phillies stand on 40-man roster. The Stock claim and Herrera reinstatement would put them at 52. Subtract 7 (8?) free agents. Neshek option declined. Vargas, Hughes have options. They had to get under 40 to make Stock claim; team hasn’t even announced that.
