Taft below the mendoza line. Our only Chief Executive/Chief Justice (27/10 - "Presidents come and go, but the Supreme Court goes on forever"). I would have though he would rank higher based on his life time achievement award (although he seems a capture to special interests and his own hunger for power). It would have been curious to see if he would have been re-elected, and it seems likely, had TR not split the party be creating the Bull Moose Party. WW was his successor, and primary beneficiary of the Bull Moose men (women were kept in their place until 1920) .

China is gearing up to kick our asses all over the place. They won't need to beat us with guns.

Their secondary education system is going to produce the next generation of engineers and scientists. That's where we will lose and nothing else matters too much because it all starts there.

The Presidents that were in office during times of great conflict and/or pushed the boundaries of their constitutional powers are all at the top of the list. Lincoln, civil war. FDR, with his New Deal + court packing scheme + price fixing, near the top. Jefferson with his Louisiana Purchase. Wilson, WWI. Jackson with his trail of Tears. Harry Truman dropping bombs. Eisenhower, Korean War. JFK, Cuban Missile crisis. They are all in the top third, basically, for pushing aside the Constitution and/or being President in time of crisis, whether they handled the crisis well or not (eg. JFK). George W. Bush is one of the exceptions, as he is near the bottom of the list.

I like some of the above Presidents, so I'm not arguing that Lincoln shouldn't be near the top, or Jefferson. I'm mainly pointing out that's the dimension that many people use to rank the Presidents, and it wasn't necessarily deliberate. Historians should have the perspective to properly recognize good Presidents who avoided conflict, respected the limitations on the executive office, and contributed to the long-term development of the country. I gave Chester Arthur some props, since he is the Rodney Dangerfield of the Presidents.
