Those are probably outside workers. Most states don't let out of state voters work inside.
Clinton has a team where if you call a local number if you have issues they'll basically be dispatched to your polling place to act on your behalf. i'm unsure if they're allowed inside but I guess they tell you what to do? for now they kind of just congregate outside places.
they didn't just tell a bunch of dudes in trump hats to go 'watch' polling places. they actually put together a strategy.

in each case, the voter was able to successfully change their ballot to the desired ticket, Anderson said. He was not aware of anyone actually casting an incorrect ballot. He was not sure whether there were any instances of a straight Democratic ticket appearing as a straight Republican ticket.
