Those are probably outside workers. Most states don't let out of state voters work inside.

Clinton has a team where if you call a local number if you have issues they'll basically be dispatched to your polling place to act on your behalf. i'm unsure if they're allowed inside but I guess they tell you what to do? for now they kind of just congregate outside places.

they didn't just tell a bunch of dudes in trump hats to go 'watch' polling places. they actually put together a strategy.

It's good in most places. My wife and I waited just over an hour starting at 8am. We never waited more than 5 minutes including 2012 election or anything since. Pretty cool moment when an elementary school bus drove by and bunch of girls were chanting "Hillary" out the window.
