Sure they are. They're refusing to enter into a new collective bargaining agreement because they don't like the terms being offered. The offered raise wasn't high enough, and the refs don't like the idea of converting from a pension to a 401(k).
The fault primarily lies with the owners and Goodell, but let's not act as if the refs couldn't end this "lockout" in a heartbeat.
Republicans have not been reluctant to try to take hard swings at Obama on foreign policy. Quite the opposite. They’ve been swinging hard and wildly for years. The problem is that their swings never connect, and their criticisms are usually so overwrought or inaccurate that they never register with anyone outside their own party.

What's known is this: As the Herald reported after publishing its initial story on Warren's background, researchers at the New England Historical Genealogical Society believe that one of Warren's great-great-great grandmothers, a woman named O.C. Sarah Smith, was Cherokee. If O.C. Sarah Smith was full-blooded, that would make Warren at least 1/32 Cherokee. (While that may seem insubstantial, Bill John Baker, the principal chief of the Cherokee nation, is also 1/32 Cherokee.) The NEHGS based its claim on a March 2006 newsletter referencing research by a woman named Lynda Smith. The newsletter reports that while digging into her own ancestry, Smith found a marriage application in which William J. Crawford, a son of O.C. Sarah Smith, listed his mother's race as Cherokee.

I've seen it inferred in several places that it would be a violation of the CBA. I'm not sure what the sanctions are, whether it'd be an outright voiding of the contract or simply sanctions (which would be much worse for the players IMO).

I mean, it's not as if the NFL could REALLY do anything. They would probably threaten lawsuits, etc. But they can't have them thrown in prison, and, realistically, when the lockout/walkout ended, people would expect to see their "real" teams back on the field. So it's not as if the NFL could just blackball anybody who walked out.
