It's ethnic, there's a history of political corruption, the city has seen better days but it's better than it was.
What I was getting (in addition to being a little flip) is that Providence doesn't really have in my opinion a "New England" feel to it.
Historically, Providence was settled by Roger Williams and other religious dissenters who weren't tolerated in the rest of New England. I don't know if that has anything to do with anything.
