Hmmm...you may be right. Dictionary.com has one defintion that matches more the literal meaning of the word, which is more akin to 'misuse' than the more common context of the word, which is more like 'taking without permission'......

That doesn't really make sense, since the root of propriety and property are very close related etymologically, and thus misappropriate would seem to have something to do with rightful possession.

Of course, back when the distinction between propriety and property began to emerge, property was more commonly associated with characteristics rather than possessions or estates, as in "hardness is a property of diamonds".
