Doug Fister was not offered a Q offer. I've said this before but I think he's the ideal guy to sign to a 1 year deal. First let's get the obvious question out of the way. Why would he come here? Small sample size but he threw 7.1 scoreless at CBP last year and had one other okay start the year before. But the real reason is money. Middleton has said he will give any resources needed. Offer Fister 1 year at 20 million. No one else is going higher than 12 million after his 2014 season. From the Phillies perspective worst case is he's finished but you still paid him less than Cliff Lee last year. Even if he's average he'll take pressure off the young guys and could get a Revere-like return at the deadline. However, if he goes back to being a 4+ WAR pitcher you get a top 100 prospect for him or supplemental pick at the end of year. He's definitely worth the risk over a Bud Norris type. You just have to pay the man.
