I'm not sure how you can possibly make that type of sweeping statement. 16 of the first 25 3rd round picks were college juniors.
Obviously that is not based on this pick alone. But please identify a single instance you can recall where the Phillies figured and exploited something relating to resource allocation.
We're not talking about other things. We're talking about that statement's relevance to that pick.

Huh... that pick is one more piece of evidence in support of the general statement.

Sacramento State has had one first-round pick in its history: Tim Wheeler, back in 2009. While Hoskins won't beat Wheeler's record of being taken No. 32 overall, the first baseman put together a strong junior season that helped his Draft stock considerably. Hoskins' calling card is his power. Big and strong, he's shown the ability to hit the ball out, finishing among the Cape Cod League leaders in home runs last summer. There can be a little length to his swing, and he tends to be a pull hitter, sometimes to a fault. Hoskins isn't a runner and has played first base at Sacramento State the past two years, though he played an outfield corner as a freshman and on the Cape. Regardless of where he plays defensively, the team that takes him in the first five rounds will be buying his bat and the power potential it brings with it.

In what way? A college junior might go back to school, and maybe the Phils don't like next year's draft class as much to put much value in a 3rd round comp pick. And maybe they are really high on Oliver anyway. We can't possibly know enough to evaluate the decision on that level.
And as I pointed out, all but nine teams drafted college juniors. So were they all stupid too?
