I would oppose the first bill and support the second. In both instances, however, it has nothing to do with cracking down on abuse or letting it happen. It's about who decides whether homeschooling is allowed, and under what conditions.

Your comment, while I assume is made in jest, helps explains the reason that people want to homeschool, and why they don't want to submit to a self-important academic to decide for them whether it's in the best interest of their child whether they do so.
