So let me see if I understand....the Phillies prosecute a grievance against the Cubs for a Rule 5 violation. They are awarded the Cubs #4 pick in the Rule 5 draft. The Phillies already have the #7 pick in the Rule 5 draft. But the Phillies already have 39 guys on the 40 man roster and apparently didn't remove anyone from the roster by last night. So they won't be able to use both picks. Thus, the entire benefit is moving from the 7 to the 4 in the Rule 5 draft (sounds silly even to type that). I guess they could make a compression trade by Thursday. Odd.

Not to mention, how feasible is it to carry two Rule 5 players all season?

So, trade DBrown and Paps for nothing, then sign both Arroyo and Cruz? We'd be solidly positioned for 4th place, unless the Marlins keep signing people.
