I don't get this. What team has depth like you are talking about? Typically, if they are good enough to play everyday, they will play everyday. Gload, Mayberry, Francisco, and possibly Orr are decent bench players. It is just when they have to start every game is when it becomes a problem. Maybe I am missing your point but it is hard enough to find a solid starting eight let alone 3 or 4 more starter types.

Worley can only come back within 15 days of being sent down if it's to replace an injured player. Blanton has to go on the DL for Worley to come up, and if they're definitely going to start Worley, there's no real advantage to doing it sooner rather than later. If they're going to start Kendrick and use Worley in relief, then sure, get him up here tonight.

In fact as Murphstud pointed out they save a few days of MLB salary for Worley by keeping him down. Plus he just pitched so he wouldn't be able to play right away anyway.
