well you can't put a veteran player in the minors all year and say "He's rehabbing!", after 20 days he has to be put back on the roster.

Rehab assigments can only last 20 days. Basically, you can't force a player on the ML roster to stay in the minors longer than that unless you option him or, in Utley's case, DFA him
