These bodies could quickly pass resolutions declaring Trump the victor, then appoint electors who will cast their votes for him. This gambit has never been tested in court, but it is possible to imagine the Supreme Court’s conservatives permitting it as a valid exercise of state legislatures’ constitutional authority.
