For clarification, this is the GOP PA House. As far as I know the R Senate leadership is hesitant to take on these bills.

Yeah, remember a month ago-ish when he was all like "I want to give governors the flexibility to do what is best for their citizens"? Of course that was purely a cop-out to avoid him having to make decision about a national stay-at-home order but the contradiction is remarkable.
