The Government Accountability Office says the Trump administration broke the law when it withheld US security aid to Ukraine last year that had been appropriated by Congress -- an issue at the center of the impeachment of President Donald Trump. In a decision issued Thursday, the GAO said that the White House budget office violated the Impoundment Control Act, which says that funds appropriated by Congress cannot be withheld by the White House.

"Faithful execution of the law does not permit the President to substitute his own policy priorities for those that Congress has enacted into law. OMB withheld funds for a policy reason, which is not permitted under the Impoundment Control Act (ICA). The withholding was not a programmatic delay. Therefore, we conclude that OMB violated the ICA," the GAO said.


The problem here is that the GAO clearly didn't read the transcript; otherwise, they would've known that everything was perfect. Many people have said so.

and it's all happening right as the Senate is about to take over the impeachment process. Stupid Pelosi really blew it holding things up and allowing all this to come out with Parnas, the OMB decision, additional emails showing administration coordination, the Deutsch Bank info, etc, etc. I mean, her waiting made no difference at all in terms of the pressure that GOP senators will feel as things are collapsing around them.

It's been a decade plus of the dems playing defense. It's fun to watch them finally get the ball and play offense for once.

Senator Barrasso (R WYO) said he's open to witnesses which is notable because he's not one of these Collins types that says seemingly the right things and does the opposite. Like he has no reason to say that politically.

Any estimates on how many Floridians won't be allowed to vote after the Florida Supreme Court decision?

Steyer and Bloomberg should put their money to work here. Possibly the only real way they could influence the election.

Yes she flip flopped from having the same position this entire time, to keeping it

It has been obvious for a month now that McConnell has all 53 GOP Senators on the same page for the trial procedure getting underway following what was done during Clinton's impeachment for the House and President's teams to have their say, then for the Senate to decide afterward which witnesses should be called, if any

And it has been similarly obvious that Romney, Collins and Murkowski are inclined to support calling witnesses at the end of that stage

And that they will need to persuade a fourth in order for witnesses to be called

Over the past week it looks like the GOP conference is leaning toward something of a plan to call witnesses, but for each witness the Dems want, the GOP will add someone they want.

Imagine if Pelosi just sent it over. All these Senators probably wouldn't have felt any pressure to call witnesses.

Also, under the impression that a tie vote does not necessarily mean it's a NO vote despite what Mitch says.
