Who would release them the IRS? What if they just refuse even with a court order?
The audience at that point is the American people. There is nothing Trump can do, short of shoot someone on 5th avenue, to get a Republican senate to convict him. Trump is the country and therefore fealty to Trump is fealty to the country.
